Organization and Activities

The National Assembly is organized and functions in accordance with the Principle of democratic centralism. It carries out its work through meetings or sessions and takes decisions by the majority of votes.

 

The Standing Committee:

The Standing Committee of the National Assembly is the permanent body of the National Assembly. It acts on behalf of the National Assembly between sessions of the National Assembly.
The members of the Standing Committee of the National Assembly may be appointed as Chair person of the Committees by the decision of the National Assembly or by its Standing Committee.
The National Assembly Standing Committee may entrust a VicePresident or one of its members to be on permanent duty to deal with current affairs (matters) of the Standing Committee of the National Assembly.

The Standing Committee of the National Assembly has the following rights and duties, to:

Interpret and convene the National Assembly session;
Interpret and explain provisions of the Constitution and laws;
Educate the people in order to enhance their conscious observance of the Constitution and laws;
Propose to the President of the State to issue decreelaws and decrees;
Supervise and watch over the activities of the executive and judiciary bodies;
Decide on nationality matters;
Appoint or remove the VicePresident of the People's Supreme Court, the Deputy People's General Prosecutor and the Judges of the People's Court at all levels;
Direct and guide the activities of the National Assembly Committees;
Ensure the National Assembly in carrying out its work as specified;
Create good working conditions for the National Assembly members to carry out their activities in accordance with their duties;
Exercise other rights and execute other duties as stipulated in the Standing Orders (General Orders) of the National Assembly.
The Committees of The National Assembly:

The National Assembly Fourth Legislature consist 6 Committees:

Legal Committee;
Economy and Finance Committee;
Culture and Social Committee;
Ethnic Committee;
Security and National Defense Committee;
Foreign Affairs Committee;
The Legal Committee has the following rights and duties, to:

Study draft laws, draft decreelaws and submit to the standing committee of the National Assembly
Make recommendation on draftdecree and other draftlaws required by the government and other organizations.
Study and interpret the provisions of the constitution and laws.
Study in abrogating, repealing, and amending laws.
Oversee the implementation of the constitution, the law and the provisions, by the executive and judiciary bodies.
Coordinate with the party, State, Mass organizations and other organizations concerned in order to collect data, to call upon or invite to give clarifications on issues of interest to the Committee and go to inspect on site.
Contact with foreign and international organization by the agreement of the Standing Committee.
Submit legal issues to the National Assembly and its standing committee.
Exercise other rights and duties as assigned by the President of the National Assembly and the National Assembly Standing Committee. 
The Economic and Finance Committee has the following rights and duties, to:

Study draft plan in the economic and financial sectors.
Oversee the implementation of the plan of socioeconomic development and the state budget.
Study and make recommendation on the draftlaws, draftdecree, draft regulations, orders and plans in the economic and financial required by the government and other organizations to National Assembly and Standing Committee.
Supervise and Oversee the implementation of the constitution, the laws, related to the economic and financial sectors.
Coordinate with the party, State, Mass organizations and other organizations concerned in order to collect data, to call upon or invite to give clarifications on issues of interest to the Committee and go to inspect on site.
Contact with foreign and international organization by the agreement of the standing committee.
Submit to the National Assembly and to its Standing Committee different issues related to economic and financial sectors.
Exercise other rights and duties as assigned by the President of the National Assembly or by the Standing Committee of the National Assembly.
The Culture and Social Committee has the following rights and duties, to:

Supervise and Oversee the implementation of the socioeconomic development and state budget in the socioculture sector.
Study the draftplans and state budget in the socioculture sector.
Study and make recommendation on draftlaws, other draftregulations in the culture and socio affairs sector, submitted by the government and other organizations to the National Assembly.
Oversee and promote the implementation of the constitution and law in the socioculture sector.
Coordinate with the party, State, Mass organizations and other organizations concerned in order to collect data, to call upon or invite to give clarifications on issues of interest to the Committee and go inspect on site.
Contact with foreign and international organization based on the agreement of its Standing Committee.
Submit to the National Assembly and to its standing committee different issues related to the social cultural sector.
Exercise other rights and duties as assigned by the President of the National Assembly or by the Standing Committee of the National Assembly.
The Ethnic Committee has the following rights and duties, to:

Supervise and Oversee the implementation of the plan socioeconomic development and state budget related to ethnic issues.
Study the draftplans and state budget related to ethnic issues.
Study and make recommendation on draftlaws, other draftregulations in the ethnic issues, submitted by the government and other organizations to the National Assembly.
Supervise and Oversee the implementation of the constitutions and law in the ethnic sector.
Coordinate with the party, State, Mass organizations and other organizations concerned in order to collect data, to call upon or invite to give clarifications on issues of interest to the Committee and go inspect on site.
Contact with foreign and international organization under the agreement of Standing Committee.
Submit to the National Assembly and to its Standing Committee different issues related to the ethnic sector.
Exercise other rights and duties as assigned by the President of the National Assembly or by the Standing Committee of the National Assembly.
The Security and National Defense Committee has the following rights and duties, too:

Supervise and Oversee the implementation of the socioeconomic development plan and state budget related to Security and National Defense sector.
Study the draftplans and state budget related to Security and National Defense sector.
Study and make recommendation on draftlaws, other draftregulations in the Security and National Defense sector, submitted by the government and other organizations to the National Assembly.
Supervise and Oversee the implementation of the constitution and laws in the Security and National Defense sector.
Coordinate with the party, State, Mass organizations and other organizations concerned in order to collect data, to call upon or invite to give clarifications on issues of interest to the Committee and go inspect on site.
Contact with foreign and international organization under the agreement of standing committee.
Submit to the National Assembly and to its Standing Committee different issues related of the Security and National Defense sector.
Exercise other rights and duties as assigned by the President of the National Assembly or by the Standing Committee of the National Assembly.
The Foreign Affairs Committee has the following rights and duties, too:

Supervise and Oversee the implementation of the socioeconomic development plan and state budget related to Foreign Affairs sector.
Study the draftplans and state budget related to Foreign Affairs sector.
Study and make recommendation on draftlaws, other draftregulations in the Foreign Affairs sector, submitted by the government and other organizations to the National Assembly.
Supervise and Oversee the implementation of the constitution and laws in the Foreign Affairs sector.
Coordinate with the party, State, Mass organizations and other organizations concerned in order to collect data, to call upon or invite to give clarifications on issues of interest to the Committee and go inspect on site.
Study on the ratification or abolitition of treaties and agreements Government signed with foreign countries and coordinate with other committees concerned submitted to the Standing Committee.
Contact with foreign and international organization based on decision of the Standing Committee.
Submit to the National Assembly and to its Standing Committee different issues related to the Foreign Affairs sector.
Exercise other rights and duties as assigned by the President of the National Assembly or by the Standing Committee of the National Assembly.
Session of the National Assembly

There are 4 (four) types of National Assembly sessions, the:

Opening Session;
Ordinary (Regular) Session;
Extraordinary Session
Special session.
The National Assembly convenes its Ordinary (Regular) Session twice a Year, the First in February and the Second in September. The First Ordinary (Regular) Session of the National Assembly considers the general questions of the National Assembly; the Second Ordinary (Regular) Session has the duties, to:

1. Hear out and consider the reports on the Government's activities ; consider and approve the strategic plan of socioeconomic development as well as the State Budget;

2. Hear out and consider the annual activity report of the People's Supreme Court and the People's General Prosecutor.

In addition. It may consider other important questions.

The National Assembly may convene Extraordinary or Special (Extra) Sessions by the decision of the National Assembly Standing Committee, or on recommendation of the President of the State, or of the Prime Minister, or least 1/4 (one fourth) of the total number of the members of the National Assembly. The Extraordinary Session of the National Assembly is convened during the 2 (two) Ordinary (Regular) Session of the National Assembly in order to consider and decide on urgent questions.

The Special (Extra) Session of the National Assembly may be convened in order to consider and decide on fortuitous and urgent questions of importance to the country.

The National Assembly session can be convened only with a quorum of more than ະ (onehalf) of the total number of the National Assembly's members.
